Title:  Program Assistant, Human Investment Department

Office Location: CAT main office, St. Helens

Position Classification:  Non-Exempt

Position Supervises:  None

Position Reports to:  CAT Human Investment Director and Program Managers

Position Coordinates effectively with:  CAT Human Investment Director, HI Program Managers, HI Data Management, County Veteran’s Service Officer, staff of the Human Investment area, as well as our internal and external partners/funding agencies.

Salary: Program Assistant I ($14.94 – $25.54/hour)

Hours Worked:  1 FTE position with the majority of work done between 8:30-5:00.  There may be occasional evening and weekend requirements for meetings.

Position Overview:  This position performs extensive data tracking for the Human Investment programs including but not necessarily limited to:  Energy Assistance applications into OPUS; Housing Applications into Service Point; Meal Counts, NAPIS forms, OPI, Respite and other senior programs into Oregon Access and RTZ as it comes on line.  In addition, the position will provide support to the various Human Investment programs as directed.  The position requires an extraordinary attention to detail.

DUTIES: 

  1. Serve as a member of the HI team. Contribute ideas and suggestions to improve program functioning and service delivery.
  2. Input client intake data into OPUS, Service Point, OR Access and the RTZ/ADRC database as appropriate depending on clients’ demographics and programs.
  3. Manage and maintain the RTZ listing, which may include the need for occasional training.
  4. Provide data input assistance to the intake staff and case managers in the Human Investment program area.
  5. Provide comprehensive HI intake services to clients.
  6. Conduct home visits with department staff.
  7. Gather and follow up on documentation and referrals.
  8. Maintain clear, complete case notes. Maintain well-organized and complete case files, paper or electronic, as directed by manager or director.
  9. Review files for appropriate program documentation and compliance with program rules.
  10. Have working knowledge of department programs and rules associated with said programs.
  11. Work with other HI staff to develop newsletters and other education materials for other programs such as homelessness and utility assistance.
  12. Field calls for department programs and input data related to call into the appropriate database.
  13. Answer calls, transfer calls, forward messages, greet clients, assisting with editing and proof reading as requested.
  14. Participate in all Program outreach activities and events.
  15. Participate in all trainings to obtain greater proficiency in serving clients, including training for Options Counseling.
  16. Complete day logs and time sheets to accurately reflect your distribution of time and turn into Program Manager by the appropriate due date of the following month.
  17. Receive client and program data from HI Director, HI Budget Analyst, HI Program Managers, and Case Mangers/Intake staff for processing into the various databases.
  18. Other duties as assigned by the Executive Director, Human Investment Director, or Program Manager.

 

Qualifications:

Experience and education that prepare the employee to provide program information clearly and completely to clients entering CAT.  Provide comprehensive intake and case management services.  Applicants must be able to communicate effectively with strong oral and writing skills.  Solid technology skills are preferred, especially database and Excel.  Must be willing to work effectively as a team member.  Must have access to reliable transportation.
