ODHS General Assistance Program

The General Assistance Program provides housing, utility, and cash assistance to individuals with severe disabilities who are homeless or at risk of becoming homeless. The program offers monthly payments up to $545 for housing, $90 for utilities, and $60 in cash assistance. Available statewide for individuals between the ages of 18 and 64.

ODHS Self Sufficiency Office

Self-Sufficiency offices located in St. Helens, Oregon provide temporary financial aid, food benefits, child care assistance, and refugee services to support families in need. They also offer assistance to those who are victims of domestic violence.

ODVA Home Loan Program

ODVA Home Loan Program offers fixed-rate financing for the purchase of owner-occupied, single family residences and is an additional benefit from the Federal VA Home Loan Guaranty Program. It’s available to state veterans and has no age restrictions. Services are available statewide Monday through Friday from 8:00 AM to 5:00 PM.

ODVA Special Advocacy

ODVA provides special advocacy in the form of specialized coordinator positions and expertise for several minority veteran populations.

Office of Fair Housing and Equal Opportunity

The Office of Fair Housing and Equal Opportunity offers information and assistance on housing discrimination due to race, color, religion, national origin, sex, disability, or familial status. They accept fair housing complaints.

Office of Family Assistance

The Office of Family Assistance provides program funding to support education, training, and employment activities for Native Americans. They work with eligible individuals and families across the country to promote self-sufficiency and improve their quality of life.

OHA Ombuds Program

The OHA Ombuds Program advocates for Oregon Health Plan members to ensure quality healthcare. Contact them for concerns or compliments about OHP services.

OHP Non-Emergent Medical Transportation (NEMT)

OHP Non-Emergent Medical Transportation arranges travel for Oregon Health Plan members with OHP Plus benefits to access covered health care services. This service is available statewide.

Legal Aid’s Statewide Public Benefits Hotline offers legal advice and representation to low-income individuals in Oregon who need assistance with government benefits including Medicaid/Oregon Health Plan, Social Security, and refugee benefits, among others.

Older Americans Act

The Older Americans Act (OAA) offers nationwide critical services to support older adults’ health, independence and wellbeing, such as meals, job training, health promotion, caregiver support, and transportation, without any age restriction.

OneApp Guarantor Program

OneApp Guarantee is a co-signing/guarantor product for renters who need a co-signer to qualify for housing, and a security blanket for housing providers that reimburses up to 3x the rent amount for rental losses and damages due to a renter default.

Operation Homefront

Operation Homefront offers rent-free transitional housing to disabled service members returning home after discharge, with services available Monday to Friday from 9:00 AM to 5:00 PM, and no age restrictions. Services are available nationwide.

Options Counseling – Columbia County

Options Counseling in Columbia County provides support for long-term care decision-making, with trained staff offering assistance and resources for both public and private pay options.

Oregon ADA Center

Oregon ADA Center provides ADA information through phone, website, training, and surveys to businesses and individuals in Oregon. They offer confidential assistance and have no age restrictions.

Oregon Advocacy Commission Office

The Oregon Advocacy Commissions (OACs) share their expertise and knowledge to inform equity in state policy. The OACs research issues, educate the public, and provide advice to state policy and decision makers, including the Governor, legislators, and state agency leadership. The OACs are continually looking for ways to improve the lives and livelihoods of all Oregonians, and encourage diverse leadership in state government.
