Many homes in our community are older buildings, and maintaining and improving your home can be a challenge in the best of times. Not everyone can hire a contractor. This shouldn’t prevent you from maintaining the health, safety, and livability of your home. Â
Self-help Owner Occupied Rehabilitation Program (SHOORP) provides the resources and support homeowners need to build, rehab, and repair their homes on their own terms. We are here for homeowners facing financial constraints. We support a wide variety of projects such as:
- Repairs, Modifications, and Maintenance: Addressing health, safety, and security issues, including accessibility improvements and aging-in-place support.
- Critical Home Repairs: Ensuring families can reside in safe, well-maintained homes, especially for those with critical health and safety needs.
- Home Rehabilitation: Prioritizing health, safety, and longevity through roofing, plumbing, electrical, and structural repairs to maintain a safe and comfortable home.
- Weatherization Assistance: Enhancing energy efficiency and combating rising utility costs through insulation, window sealing, and HVAC improvements.
- Accessibility Modifications: Assisting seniors and individuals with disabilities in making necessary home modifications to support independent living.

How Does SHOORP Work?
- Application: Submit your application to Community Action Team, including proof of ownership, income verification, and other required documents as needed.Â
- Needs Assessment: Upon qualification, our team will conduct a thorough needs assessment to determine the scope of rehabilitation required.
- Self-Help Plan: Collaborate with our housing advisors to create a self-help plan, outlining your responsibilities and the tasks our team will undertake.
- Build a Team: Reach out to your community. Some projects can be done by the home-owner themselves. Larger projects need volunteers- your friends and family, your neighbors or church group- we are all surrounded by people who want to see us succeed. Â
- Do the Work: With our dedicated team supporting the project, embark on a transformative rehabilitation journey
Who is Eligible
Applicants must meet the following criteria:
- Homeownership: You must own and occupy the property requiring rehabilitation.
- Income Qualification: Your total household income is not above the are median.
- Location: The property should be located within Columbia, Tillamook, or Clatsop Counties, Oregon.
- Home Inspection: A home inspection will be conducted to assess rehabilitation needs and verify program eligibility.
