Hiring: Grant and Contract Support Specialist

The Grant and Contract Support Specialist is responsible for contract management, grant writing and budgetary administrative support for the Community Investment Department.  This position will steer the performance of Grant Pre-Award and Grant Post Award activities including award management, reconciliation of expenditures, budget reporting and ensure adherence to compliance requirements. The position requires interpersonal skills that build on collaboration, active listening and written communication within CAT and its partnering agencies.

Position Classification:  Non-Exempt
Position Supervises:  None
Position Reports to:  Community Investment Director
Position Coordinates effectively with:  CAT Executive Director, Community Investment Director, Fiscal Director and Department Staff, Community Investment Program Managers, staff of the Community and Human Investment areas, our internal and external partner/funding agencies, and others as developed.
Salary:   Program Specialist III ($19.88-$34.00/hour)
Hours Worked:  1 FTE position with the majority of work done between 8:30-5:00, Monday – Friday.  There may be occasional evening and weekend requirements for meetings or service delivery.

Contract Duties and Responsibilities:

  • Participate and support in the development, implementation and monitoring of grants and contracts to ensure compliance with federal guidelines.
  • Report grant opportunities up to Program Manager, Community Investment Director, and Executive Director for approval to move forward with grant applications.
  • Write grant proposals based on collaboration and feedback.
  • Research and identify grant opportunities that are in line with the department goals and funding cycles. Monitor, track and report grant and contract activities to ensure compliance with federal regulations.
  • Assist management with the development of summary grant applications to present to the Board of Directors.
  • Assist with the development of budgets for new programs and grant applications.
  • Develop effective and collaborative working relationships with funders, agencies and contractors.
  • Initiate contract review and coordination of approvals for executing agreements.
  • Prepare and submit funding and program reports to CAT Management.
  • Prepare and submit documentation of drawdowns and expenditures to Fiscal, Funders and Community Investment Management.
  • Conduct periodic internal quality control review of program files to ensure compliance with funder requirements and CAT’s fiscal policy.
  • Prepare for fiscal and funder audits. Research, identify and prepare responses to audits for the Fiscal and Community Investment department.
  • Collect, build and maintain a current database of funders and sponsors.
  • Manage rehabilitation loan portfolio.
  • Attend conferences, trainings, meetings and retreats as required by agency.
  • Other duties as assigned by CAT Management.

Qualifications:

  • Bachelor’s degree or equivalent work experience in the business, public administration, nonprofit administration, accounting, other related field or the equivalent experience in contract management, budget management, record keeping, etc.
  • Five (5) years’ experience with contract management/reporting, budget management and data tracking or equivalent.
  • Ability to analyze complex financial data.
  • Skilled in spreadsheet management, database management, and other administrative tools.
  • Skilled in Microsoft Word, Excel, Access and Outlook.
  • Skilled in proofreading.
  • Advanced communication skills, both orally and in writing.
